Months after a storm of community outrage over what neighbors called a “predator camp,” Putnam County has enacted one of the strictest sex offender ordinances in the state of Florida.
The controversial park at the center of it all — CCM Park on Balsam Street — once housed more than 22 registered sex offenders living in proximity. The situation sparked public concern, a series of investigative reports, and ultimately, sweeping legislative action.
Action News Jax Nicholas Brooks revisited the site this week and found changes already underway. A new sign posted at the property reads “Under New Ownership.” The new owner told Brooks by phone that his goal is to bring everything up to code and transform the park into a quality living area.

Florida – Spatial Collapse Beyond Legal Buffers Florida’s land exclusion crisis extends far beyond legal buffers. While 7,500 square miles are off-limits due to ordinances, an additional 30,000+ square miles are privately owned and unavailable for rent or purchase. HOA restrictions, zoning bans, and condo caps further shrink viable housing. Coalition mapping now estimates fewer than 1,000 square miles remain accessible to People Forced to Register — less than 2% of the state’s land. This is not zoning—it’s engineered displacement. Disclaimer: This entry reflects coalition analysis and survivor-centered mapping. It does not constitute legal advice or guarantee housing eligibility. All figures are estimates based on publicly available data and coalition research as of September 2025.
Why not make it 5k feet? Jk of course but seriously, why stop at 2500? Is this some magical safety line that I don’t know about?
What is most suspicious to me is that they are not grandfathering the rule. Why is that? Maybe because it could be considered punishment. If it is, then its not legal anyway whether applying to new registrants or old.
“It’s a fantastic design because it keeps them from all congregating in one area,” said Sheriff DeLoach.
This sheriff has decided these people are not human beings…”them all”. Well maybe someday someone will consider him or a loved one of his inhuman too. Until then, I’m sure he’s clueless.
Now, about that map you need to give everyone who is impacted by the new rule so they know what is where in the exclusion zone and where the zone extends to…you cannot abide by the law if you don’t know where the magic line is in the FLA sand and what is validated to constitute the entities which create the zone to start.
Gator has a problem with 22 PFRs living close to each other, but I bet his boxers get tight when trying to track those who are homeless. Gator you are the sheriff of all citizens even those you hate, so either take a bite out of your hate or find a new career. Maybe be a salesman seeing you like to sell snake oil and take Putnam county officials with you.
Florida is full of dumb ideas. It does kinda make sense though. Those 90s kids that went to all the drug-fueled rave partys are running the legislature now. Seriously, if ONE judge can shut down alligator alcatraz, but not the oppressive and hate-filled implications of the registry, this tells you everything you need to know about Florida.
